The faculty of Political Science of one of the great American Fniversifies has done a. friendly act to European countries and a service to America, remarks an exchange, by the attitude it has taken up concerning the war indebtedness to the United States. The memorandum it has just issued on in-ter-Allied war debts is an address to tile American nation pointing out the reasons why the Faculty recommoi that a conference should he called of all the nations interested, to consider the revision of the arrangements which have already been made for payment of their debts, under which different treatment has been meted out to various nations. The memorandum emphasises the fact that the debts were not contracted in the course of ordinary commercial transactions, and that for a year after the United States became belligerent, the allies were forced to hear alone the heaviest attacks of the Germans during the war, and that the Lnited States were unable to give military assistance for twelve months alter their declaration of war against the General Powers. ft may well be, as the Faculty reports, that the money found by the States during those months of preparation were in lieu of the more material help she was able to give when her troops were ready to take the field. The memorandum also points out the inequitable manner in which England has been compelled to pay the whole of her debt with interest while every leniency has been shown other nations, although England's efforts in men and ships constituted one of the principal factors in carrying the struggle to a successful conclusion.
