Payday (Labour) moved '.in amendment to reduce the Alitiistry ot Laltout estimates as a protest against Britain's failure to ratify the Washington eight hours days conventions of 1919. The Labourites argued that the failure to introduce a Statutory Eight Hour Day measure was responsible lor much of the industrial unrest. Several of the Conservatives, including Ladv Astor. also joined in the demand for the ratification of the eight hour convention. Sir E. Steel Mait'nid (Minister ot Labour) said there had been a difficulty, namely to obtain an interpretation of the convention among the various Powers. The Government was still att'empting to dear up the situation in readiness for ratification. The reduction of the estimates was rejected by 199 votes to RTS.
