MOSCOW. Feb. 21. M. Lithvinoif. addressing the Central Executive Committee, alleged that certain British Cabinet members were assisting in a campaign of cx-Tsarist officials against the Soviet. He said that tlie British Government's ambiguous conduct, and its frequent suggestions that the Soviet is violating the trade agreement, gave the belief that the British Government was encouraging' tlie, campaign, hut Britain had not brought to the Soviet’s notice a single ease ol violation of the agreement.
