AUCKLAND. Feb. 13. In a communication to the Minister of Agriculture giving the decisions of tho council of the New Zealand College of Agriculture, the Hon. G. Fowlds (chairman of the council) says: “1 ho council decided to record its concurrence with the view that ill regard to research work the Research BoLrd should ho considered tho control-

ling authority in New Zealand, and should direct research and administer its funds through existing organisations and institutions. The College of Agriculture will naturally become one of the important institutions taking part in this resehrcl; work. “It was recognised that in all the preliminary organisation work of the college the advice and assistance of Professors I’oron and Riddet would be essential, and .so it was resolved to >ask tho A’ictoria and Auckland University Colleges to allow this council the use of the services of Professors Peren and Riddet for 1927 for advice and collabI oration in matters affecting the general layout and completion of such establishment as may bo agreed on by the council. If the college agree to tho foregoing, then this council i.s pre-

pared io consider applications irom Victoria University College and Auckland University College to teach students at Palmerston North. At a later stage of the proceedings, it was decided that the chairman be authorised to grant permission for such teaching, but only in those subjects that are covered by teaching and research connected wifli the dairying industry and matters directly bearing upon it as set out in tho Prime Alinister’s statement. “It was decided that the chairman should confer with the Minister of Agriculture with a view of arranging a conference between the -council, the Alinister, and the Board of Governors of Lincoln College in order to avoid unnecessary delay in organising the work set out in the Prime Arinister's statement. DAIRYING INSTRUCTION.

“It was resolved that in order to provide for the early establishment of instructional, experimental, and research work in the principles and practice of dairying (including dairy farming and dairy manufactures) in connection with the college, Professors Peren and Riddet be requested to formulate and submit to the council at its next meeting

a full scheme providing for (a) the acquiring of necessary livestock, (b) the erection and equipment on the most modern lines of a dairy factory comprising both butter and cheese plants and other necessary buildings ; (c) the provision of a complete laboratory and experimental station fully staffed, together with an estimate of capital and annual running costs; and (cl) that in the preparation of the foregoing report the professors bo empowered to confer with Mr Singleton, of the Dairy Division of the Agricultural Department, and the Council of Scientific and Industrial Research. That Professors Peren and Riddet bo further requested to draw up for consideration of the council a detailed report on the courses of instruction to he carried out at the collego in connection with the previous resolution. PREPARATION OF PLAN. “Tho chairman was authorised to make temporary arrangements for the services of a secretary for tho next meeting, and that in the meantime 110 should arrange if possible for any secretarial or administrative work to be carried out in the office of the Auckland University College. “111 order to make sure that all preliminary expenditure might fit in with the ultimate development of the college, it was decided to ask Air Lippincourt, architect, of the Auckland University College, to prepare, in consultation with Professors Peren and Riddet. with representative of the Research Board and with officers of tho Agricultural Department, a layout plan for a comprehensive scheme oi buildings and grounds for the gradual development of an agricultural college on the Palmerston North site, such plan to bo available for the consideration of tho council at its next meeting.”
