The question raised by the Minister of Education regarding the period of attendance at secondary schools is of great importance, in respect of both the cost and the value of education. In the judgment or the Department, “one year spent at a secondary school, where a new course of work is being entered upon, is practically useless, and represents little more than a waste of time and money.” 'J'he prob.cm is an illustration of the folly of judging the quality of the provision for education by its total cost J.i test- which lias been carelessly used ill its praise. The large number of children who obtain merely a smattering of the subjects comprising the secondary course do not gain (any permanent advantage commeusurtao with the cost ol providing for their teaching, and for all practical purposes the money spent lor these transitory benefits is waste which the country cannot- afford, and to that extent the system of education is inefficient.— “New Zealand Herald.
