Toronto University has conferred tho honorary degree of Doctor of Laws on Mr Bruce, Australian Premier, who, in accepting the honour, said that he regarded it as a symbol of admiration, friendship and goodwill towards Canada's sister Dominion in the southern Pasific. Ho spoke of the desirableness of a spirit of comradeship between the great seats of learning scattered throughout the Empire, and lie emphasised heavy responsibility falling upon thoso institutions. IN NICARAGUA. WASHINGTON, January 4. The White House spokesman announced that the United States Government’s canal and naval rights, combined with the policy of protecting American lives and property, justified the landing of troops in Xicarauga. The United States long ago acquired tfig right to build the canal across Nicaragua and establish a naval baso in Ponseea Bay. and it intended to protect these rights. The rights to the canal were obtain on a 99-voar lease through the Bryan and Carmorros Treaty, the United States paying six hundred thousand sterling towards liquidating the Nicaraguan debt.
