Mr Cook (Miners’ Secretary) tonight renewed his appeal to the Government for the negotiation of an honourable notional agreement, declaring: “The coal owners have thrown down a new challenge.’’ He appealed to the'trade unions at this Into stage, to put an embargo oil the handling of coal and to impose a levy to nssist the miners. '
