SPAIN’S ATTITUDE

Formal notice of Spain’s withdrawal justified the pessimists but did not dismay the optimists. The latter expected Spain would abstain from active I participation in tho League until she saw how the Powers dealt with her Tangier claim. If she quits the League at the end of tho year it will dispel the svmpathy which might have dictated some solatium in the administration of Tangier. There is a strong body of opinion still convinced that Spain’s withdrawal may be cancelled before the next assembly. Meanwhile the chief interest is whether the League will carry out Lord Cecil’s Council re-or-ganisation plan by increasing the nonpermanents from six to nine, designating three re-eligible for immediate reelection. a further three years. In Spain’s absence Poland is likely to be the only re-eligible nominated. the other Powers including three Latin Americans being elected for terms varying front one to three years.
