The Roumanian Government has sent a note to the Soviet, proposing a ten-years’ non-aggression treaty, and also the preserving of the peace on the ehstern frontiers. Russia, so lar, has not replied, but the Roumanian diplomats believe that she will agree, because such a treaty does not entail Russia’s aequiesence in the Roumanian annexation of Bassarabia.
