President Chiles says that he is unable to amend the constitution, and that, because of his political convictions lie cannot submit to Congress a Bill modifying the religious laws. MEXICO CITY, Aug. 20. Two Mexican Deputies were mortally wounded, Colonel Andres Garcia was killed and Thomas Garrido (ex-Gover-nor of the State of Tobasco) was shot in tho face in a street battle in the business section, of the city to-day. It was tho outcome of bitter rivalry between the political factions in Congress.^ It is estimated that about twenty participated. The people in the streets became panic sricken. A wonpn was wounded. VANCOUVER, Aug. 19. A message from El Paso, Texas, states that Mexican troops have been ordered to the border opposite to Columbus, in Now Mexico, following on the discovery of a planned movement of a band of heavily-armed men- into Mexico, in a revolutionary movement, according to the Juarez military ollieials.
