Reporting on Westland district in tho Discharged Soldier Settlements, Mr W. T. Morpeth (Commissioner of Crown Lands) states:—'Die position generally with regard to soldier settlement in this district is satisfactory, the operations of the Revaluation Board having to a large extent permanently stabilised tlie soldier settlers’ finances. There arc only one or two cases which still ocasioii some concern, and it is noteworthy that, almost without exception, the settlers who have given the Department the most trouble “have boon single men engaged in dairying. The great majority of the married men have won through, and cases of partnerships between single men have also been successful, which goes to prove that it is a. mistake for a single man to take on ’a dairy proposition unless conditions as regards the soil, herd, position, etc. .are exceptionally good, or unless lie has private finance available: and it seems clear that remissions and postponements which are satisfactory in tlie case of a family man are not sufficient where a single man is concerned. There are only four abandoned places undisposed of, but I regard these as almost unsaleable. The undesirable class of settler has been eliminated, and those who are on the Department’s books, are almost without exception, lnen of a good stamp, who i:i the ordinary course of events will come out all right and meet their obligations to tho Crown.
