- If heavy borrowing is a sign of favour, then Auckland is the favoured province of New Zealand. A return in the annual report of the State Advances Department, classified accord-, ing to provincial districts, shows that advances authorised for settlers in the northern province were three times greater than those authorised for Wellington. and five times greater than Canterbury.
