[“The Times ” Service.] ' FRENCH CONSTITUTION. (PARIS, Aug. 10. For only the third time in history, and first time in forty-two years, the national Assembly met to-day in the Palace of Versailles to deal with constitutional questions, namely to embody sinking fund statutes in the constitution and thus remove the kernel of last week’s legislation fronT the destructive hand of the legislator. The proceedings opened with the overwhelming defeat of a Communist motion, designed to prevent the Government opposing amendments on the agenda.
