In view of the existing burden of general taxation, and municipal rates, there may be some stiff opposition to the betterment principle in the Government Town-Planning Bill. It is proposed that the owners of property shall he required to pay to the local authority one-half of an increase in the value of any holding directly due to a townplanning scheme. Unless adequate provision is made to secure an equitable operation (if that clause, there will he a danger of its becoming irksome in practice. It is the duty of Parliamen 1 to take a hand in “town-planning” the Bill, for it, too, requires a great deal of reshaping and constructive improvement,—Christchurch “Sun.”
