The proposals for the better govern- ' ment of Scotland are contained in .a j hill presented by tho Labour Minister, Mr Barr supported by 'Achunson, Buchanan, Johnston, Kirkwood and other Labourites. It provides for the establishment of a single Chamber of Parliament to deal with Scottish affairs, consisting of 118 members of tho existing constituencies. The representation of Scotland in the Imperial ; Parliament is to cease to execute th© power to continue and to bo vested in ' the King who will bo represented in ' -Scotland by a High Commissioner and advised by an executive committee. The power of levying and collecting taxes to be invested in the Scots Parliament, taxes will he paid to the Scottish Treasury, tho Navy, Army, and Foreign Office to he administered jointly by Scots and Imperial Parliaments.

SHARE MARKET JUMP. NEW YORK, Aug. 4. A denial by radio by Thomas Cochran, partner in J. P. Morgan Coy., of an alleged interview published on Saturday, in which he was quoted as predicting an advance of one hundred points in general motor stocks to-day, ended in the soaring of stock, which has been the sensation of the past few years. Satisfaction ran riot after the interview was published and on Monday reached a climax of 214 at the morning session, approximately fifty points above quotations of a fortnight ago. As a result of to-day’s announcement of the denial a reaction started and is extending to other sections of the market.
