CABINET’S DECISION. PARIS, Aug. 3

The Cabinet have approved of making the National Debt Sinking Fund a constitutional law, thus necessitating the summoning of a. National AssemblyBotli of the Chambers'must first pass independent resolutions approving of this. Then they will meet together, at Versailles, probably on August 10th. It is interesting to recall that the Constitutional Laws have been only twice modified since they were established iu 1875: namely in 1879, when the seat of Government was transferred to Paris from \ r ersailles, and in 1884," when the life-membership of the Senate was suppressed, and the Republican principle established as not being subject to revision. The “Daily Express” states: —“It is understood that, while there has been no final decision, the Cabinet is favourable towards the ratification of the London debt agreement, but it regards the AVashington agreement as being out of the question.” PARIS, Aug. 2.' The Senate Finance Committee has adopted all the articles of the Government’s financial proposals.
