Under this system, the unproductive rich, as well as vagabonds and tramps, will be excluded from Italian citizenship. Signor Mussolini has frequently expressed his contempt for idlers. His policy is now that all non-producers shall live “on the margin of State,” and shall be treated as foreigners, and not as Italian citizens.
