GENEVA, June 4. The International Labour Conference rejected the eighth clause of tho Convention dealing with the .simplification of inspection of emigrants. In an addendum proees-verba! of the Committee on Emigratio'n, published in its final form, there appears a. sharp passage between the Italian delegate, Mr Beasley, and the Chairman. It appears that the Italian stated that Italy could not adhere to a Convention, which would involve abandoning her rights to the inspection of immigrants in favour of an unorganised system of inspection, and proposed an additional form of the words calculated to obviate the neeesity of making inspection compulsory; but simplifying the present methods. Mr Beasley is reported to have said that the conference had to face the Italian amendment in a candid manner, as the delegation was either putting it forward to wreck the whole scheme, or else had a motive known only to their own Government. Whatever the idea was behind their measures, the workers must view tlie proposal with grave suspicion; because of the forms of organisation prevailing in that country. '1 he Chairman, intervening, said that each member of a labour organisation inside of its own frontiers, set up wliat forms of organisation is considered suitable, and be must protest strongly against Mr Beasley’s insinuations. His remarks were much to lie regretted. Professor Guamiini thanked the

Chairman for his protest. He would have carried the matter further, hut 'or the effective intervention of the

Chairman. The Conference considered the objections logd.ed against the Fascist Workers’ delegate, and the Indian Employers’ representative, who, after a vote, were unanimously admitted as accredited. Late to-day the Convention on Emigration discussed many amendments submitted. It is very doubtful whether the Conference will accept the final draft, as a Convention, or make recommendations only.
