Lord Cecil m a statement said tho Preparatory Disarmament Conference would have been more successful if the Soviet had been represented earlier. The Franco-British differences arose oyer the question of “ potentialities for war ” but he and M. Boncour had reached a frank and final agreement. He and Ai. Boncour were jointly submitting to the next Assembly series of their propositions for settling the methods supporting an attacked* country.
