LEAGUE COUNCIL. GENEVA, May 17. A keen battle-of tactics is proceed-

tangle in connection with Germany’s admittance to the Council. Eleven members of the Commission voted for a clause providing i noil-permanent members assume office immediately

they are elected in September, instead of waiting until January. This is be-

lieved to lie designed to enable the September Assembly to eliminate Brazil and Spain, if they persist in vetoing Germany, hut Brazil. Uruguay, Spain and Argentine abtained from voting for the clause, in order to prevent unamity. Norway lias written to the Commissioner objecting to the addition of non-permanent members except Germany.
