As a solution to the Council seats controversy, League of Nations circles are discussing the possible creation of a new category of seats, between permanent and non-permanent ones, for nations such as Spain and Brazil, who would not be required to rotate their seats automatical}’, like the non-pet-manent seats, but would retain their seats on the Council so long as they retain a two-thirds vote of the Assembly.
