POLAND’S EXPLANATION. LONDON, March 23

The Warsaw correspondent oE the “Times” states Skrzynski, reporting to the Foreign Affairs Committee declared that Poland had insisted on entering the Council simultaneously with Germany because the stabilisation of peace was impossible unless both nations co-operated to remove the postwar differences.

Deputy Stronski expressed the opinion that the Geneva proceedings had demonstrated that Locarno was not an net of reconciliation, but a new' arm of Germany’s retaliatory policy. M. Skrzynski replied the Treaty was most important, because it brought Poland closer to Britain.
