One provincial police surgeon (if pos--ihle a police surgeon in Liverpool or Rinninghani). Two stipendiary magistrates (if possible Mr Wilberforce of Row-street, and Mr Craham-Camphell. of Rowstreet i. Two medical practitioners with special knowledge (Dr Farquhar Ruzznrd and Sir William, Willcox suggested'). A medical representative of the Service-. It i- hoped that this committee will he able to establish, tests which will he generally accepted and which will obviate the possibility of any future complaints that people have been unfairly convicted of drunkenness.
