The Diplomatic Correspondent ot tlie London '“Daily Mail.” writes: Tlie apparent stalemate which has been reached in China between the forces of General Feng and Marshal Chang Tso-lin has given rise to an interesting opinion which is being canvas soil in diplomatic circles. The general point of view about China has been that its salvation lay in the emergence of one man strong enough to control the country. Hut it is being suggested now that there is another way out of the Chinese imbroglio. and that is by the ultimate constitution of a federal State. In this way there would be a number of local Principalities or States of manageable svse, where delegates, sitting together in Peking, would form a sort of T'nited States of China.
