A SOVIET NOTE. RIGA, Feb. 13. AL Borkuseviteh the Soviet representative at Riga, has banded the Latvian Foreign Alinister a note protesting against the failure of the Latvia Government to reply to the Soviet’s demand that the Soviet representative participate in the investigations into the murder of the Soviet courier. The note accuses the Latvian Government with unwillingness to clear up the circumstances of tbe attack, dcj daring that unless the Soviet representatives are given every facility to investigate tho affair the Soviet will draw its own conclusions and art accordingly.
