PEKIN, January 29. Telegraphing to 51. Karakhait the Soviet Consul-General at Harbin, says that General Cliaughuanshang, commandant of the railway zone has established a reign of terror towards Soviet citizens, obviously desiring to break up the Mukden negotiations. Seventy youths between twelve and twenty years of age were arrested and detained under awful conditions, undergoing tortures which were to ported to be in a more severe form, during the ln.st few days. The insults and arrogance towards the Soviet continues. The Consul concluded: “ Resolute measures are necessary to countoiaet the Chinese attitude.”
