All the new Legislative Councillors, with tin* exception of throe were sworn in. Although Mr l.ang declined to make any admission, it is understood that he gave an assurance that until a definite mandate was obtained from the people the new members will not be pledged to abolish the I'pper House. In the Legislative Council Sir Joseph Carrutliers moved the adjournment of the House to discuss the new appointment. He .said he took this action as it ailorded the only opportunity for members to protest against the Government's action. After a debate the motion was withdrawn. Touching on the suggestion that the Governor may have I icon guided bv the precedent, the "Herald” says be might as well have Iteen guided by the New Zealand case in wiliich Dual <;)asgow. when Governor, refused to make the Council appointments proposed by the Ballnitee Government. Subsequently. on the advice of Lord Hipon, then head of t.he Colonial Office, his Excellency granted the Government’s request. The “Herald” points out that Lord Ripon’s advice stressed the fact that the new appointments did not firing the membership beyond what it previously had been, and they were for seven years onlv and not for life. In New South Wales both these provisions were overridden.
