OPINION OH CABINET. (Received this day at 11.25 a.m.) PARIS. Nov. 29. The Brin ml Cabinet had a lukewarm re:option from the l Right and Centre Parties. The opinion is expressed that Cabinet tends too much lo the Loft and regrets are voiced that M. Briancl has not formed a Ministry of National I'nion. The Socialists are disgruntled owing to their exclusion, while the Radicals, who seined a majority of prrtTolios and some ol the most important would have preferred M. Herrint as Premier. I.om hem 's appointments as Minister of Finance was received with considerable reserve. His ability is not doubted, hut his versatility is regarded as too chamelaonic. The decision to create an Advisory Committee' under the Finance Ministry is universally approved. Generally the parties are inclined to with-hold judgment pending the' disclosure of the Gotcinment’s financial programme, upon which the Cabinet, like its predecessor will stand or fall. PROPOSALS NOT READY. • PARIS. Nov. 29. M. Briand’* Cabinet contains eleven members who were not in the Painlevo Ministry. It is stated his proposals will not he ready until tho week-end when the Government will expect the Chamber to sit day and night until the Budget is completed. M. Briand and M. Loneheur favour a committee of experts upon which industry. commerce and finance will he represented, in order to control futnie policy. M. Briand departs from London to- { morrow for the signing of the Tgicarno Tact.
