NO SUPPORT FROM SOCIALISTS PARIS, November 3.
The National Council of the Socialist Early decided by 1431 to 1228 votes not to support the new Cabinet. EARLS, November 2.
At an important meeting M. Painlove explained to the Socialist leaders the Government ministerial programme As regards finance the Government proposed to establish a. sinking fund which will he supplied by means ol increased income tax, permitting some sixty-five milliard francs of the debt to be redeemed in the next fifteen years. The Socialists indicated they were not completely satisfied with the programme, 'explaining some points remaining for settlement, notably the credits to be voted for the Moroccan and Syrian operations, which the Socialists were unable to support in eonsc(pienee of the decisions of the recent .Marseilles Congress. The position is thus critical, ll the question is not settled the Government mav find itself in a minority since the opposition groups have already announced their intention not to vote tor these credits.
