PRISONER, RECAPTUED. LONDON, Oet. 31. Murphy, ono of the prisoners who escaped from Pentonvillo on Octobei 7th, was arrested in Canning Town as a result, of a concerted plan by East End Police and Scotland Yard flying squads.
ULSTER LOAN. LONDON, Oct, 31. An Ulster loan of two millions at 41. per cent issued at ninety-three, 1915-75, has been underwritten.

Those from England were Lord Dawson of Penn, Consultant to the King, Dr. William Blair Bell of Liverpool, Sir William Arbuthnot Lane and Dr Phillip Franklin, of London: and from Ttnly, Professor Vittorio Putti, of Bologno. Fivo hundred practising American surgeons who passed their qualifications were admitted. Dr George Eusternmnn, of the. Mayo Clinic, declared that human beings would he healthier if they nto half "as much in twice tho time. He also condemned excessive smoking Dr Brian Swo'd, of Nebnven, reported that carbon dioxide carefully administered caused anaesthesia, lessening tho amount of anaesthetic necessary to produce unconsciousness, and shortening tho recovery. It was also valuable as a rosusitativo.
