In the course of a statement to tho Pi •ess Air Chamberlain emphasised the fact that tho liberty of each dominion was reserved. The treaty did not hind a dominion unless it voluntarily undertook the obligation. The .Minister also staled that no question arose with regard to who should have a mandate for territories already mandated. Germany was as eligible for a mandate as inn- otlicv " rpl country.
