Herr Tvempnor. returned to Berlin by aeroplane to report to the Cabinet on the present position of the Conference; also to see President Hindenhurg who is keenly interested in the Conference. Herr Kempner is expected to return on Friday with the German Cabinets' views on the Arbitration Treaties and the Eastern Frontiers, to which attention is now being directed.
