APPEAL TO BRITAIN. Captain Arthur was then translerrcd to the Santo prison, and not allowed to communicate with ally but bis lawyers. In despair of regaining bis liberty. Captain Arthur has appealed to the British Government, through the British Embassy, for its protection as a British subject, and to-day he received a reply that the British Government had forwarded to the French Got eminent a memorandum drawing its attention to the delay in dealing with the case, and asking that the proceedings be expedited. The explanation provided by the French judicial authorities of the delay is that the British Government three months ago forwarded to Paris copies of the evidence in the Hobbs case, and that this was so voluminous that it required many months to translate.
OLDEST NAVAL CAPTAIN. LONDON. Aug. 6. Cupt. John Henry Howard. R.N.. the senior naval officer of Ids rank, a oTandson of the fifth Earl ol Carlisle, died, in bis 98th year at Norton Rector'- Kent, yesterday. He joined the Navy in 1840. served that year on the coast of Syria, and in the Kaffir War of 1803. He was \ j) c to the Kina of Afosqutto. British Honduras, at the coronation in 1840. He was the oldest member of the Royal Yacht Squadron.
