Acti ng-Secretary for War Davis, requested Major-General Hines, ( hiet '.Secretary for the Army to make a survey of the criticisms and suggestions in tiie testimony before President Coolidge's Aircraft .Board. General Hines is at present in Kansas City, Missouri, where he is to-day addressing tlit* Convention of Reserve Officers opposed to the separation of the reserve air force from the other neserve j units. He said:—“The air
service would he able to bomb a position, but it cannot capture let alone hold it. Wars, whether on land or sea. will lie won in future, as in the past, by the comparatively slow, but irresistible force, able to move from oic strategic position to another, take it. hold it, and then move on to another. The air service has a specific | Imitation both from the tactical sense, | and from the mechanical standpoint. Aircraft will always he dependent on favourable weather conditions and always will require land or sea forces to protect their bases.” Declaring itliat preparedness ten years’ ago might have averted America’s participation in the world war, General Hines said he was pleased to see the proper expenditure of a few million dollars a year on adequate preparednes, which should save 1 lions in expenses for the Governiimn in the fufure,
