On the application being signed and witnessed, the deptily-rflliming . fib er gives to the elector a voting paper with llit' names of the candidates written I hereon. The elector marks the voting paper in the proscribed manner, and returns it to the deputy, who encloses it in an envelope. Licensing voting papers, which are handed at the same time to the elector, are placed in another envelope.'
