.Mr .Shinwell through the- press, submits to tile- Shipping Owners' Federation a proposal to terminate the strike, provided that the old rate of pay is continued, pending a fully representative meeting of the shipowners and the- seamen to discuss the matter afresh; and that the Maritime Board he re-e-on-tituteel. giving repre-senialion to all sections of the men. LONDON. Sept. 21.
A further move by the shipyard employees to extend the seamen's strike oectirenl at a meeting at London, calleel by the Operative I'umbers' Society with the object ot obtaining the intervention of ttit- General Council of the Trade Union (V-ngi'ess. Seventeen unions were invited but only six sent delegates: tin- bigger unions declined. The meeting was held in camera. Mr McKenna-, the Plumbers’ A irePresident, declined to make any public statement regarding ibe proceedings, on the ground that the development involved too much. An official of an important union which was not represented stated luhad learned the conference was a complete fiasco.
