(.’ENEMA, September 18. At the committee meeting considering the question ot the obligatory jurisdiction ot the iuternationl court. Sir Cecil liurst explained Britain was unable to subscribe to any protocol providing for obligatory jurisdiction. This was on account of the peculiar construction of the Empire, which was a partnership of six equal nations, amongst whom there must he solidarity on matters of vital importance. He did not wish to give an impression that the British habit was merely to make difficulties.
