LEAGUE OF RATIONS.

The "Times” in an editorial, says: “ Bv postponing the Mosul decision, which it had undertaken to give, the League Council has prolonged a situation which may, at any moment, compel Britain to take action to protect her mandatory State or to advertise Do Eastern people that we are no longer willing or able to fulfil our uldigaI ions." The “Times” in its leader, adds: “The League will never acquire a reputation for courage which is as essential as impartiality and knowledge if it throws doubt oil its own jurisdiction and competence whenever causes of real gravity come before it.” INTERNATIONAL COURT. (.’ENEMA, September 18. At the committee meeting considering the question ot the obligatory jurisdiction ot the iuternationl court. Sir Cecil liurst explained Britain was unable to subscribe to any protocol providing for obligatory jurisdiction. This was on account of the peculiar construction of the Empire, which was a partnership of six equal nations, amongst whom there must he solidarity on matters of vital importance. He did not wish to give an impression that the British habit was merely to make difficulties.
