LONDON, Sept. 17. A hitch has arisen in the coal truce owing to a dispute as to whether the mine owners shall he permitted to vary the basic rates of wages, which were admittedly variable under the 1021 ngrement. The miners and the owners met representatives of the Mines Department, but they failed to reach an agreement. The miners now demand an interview with Mr Baldwin.
