Kelly severely denounc■if the ( oum-il's a lions in various lirections. and ended by using iusultng remarks of a personal nature to Air Richards, the Mayor, who later demanded the withdrawal of the remarks, out Councillor Kelly refused, and the navor demanded Ur. Kelly vacate his seat and retire, hut he refused, a hereupon the Mayor said he would uit -ibniit in further indignities, and le-p ite an cxpre—ion of support, Tom the whole Council, retired I rum Hu- meeting. The Deputy Mayor. Mr Ulan Bell, then took the chair, and the Council passed a resolution fiilending Kelly.
