The Tokio municipality anti two private companies are planning to construct 11 miles of underground railways in Tokio, at a cost of about £13,700,000, and work upon one ol the short systems Ims already begun, but a cry of warning Inis gone up and all work may be stopped until there is an investigation. The Tokio streets will not stand being undermined, especially as the plans call for open ditch work, to be later tilled in. and not for subterranean borings. Tokio is so close to sea level that deep •'tubes” are out of the question. It is.now believed that to trench the streets will result in a settlement of the ground. The city inis been installing a sewer system, the main sewers being 10ft. affairs requiring deep excavation, and it lias been discovered that in some cases the streets have sunk a foot. Pavements have been stirred around as if bv an earthquake, and on some streets the concrete pavement has been dropped and cracked into great uneven blocks. *
