Tbe Navy Department announces that Admiral Cnniitz has been appointed Coinumndant of the Fifth Naval District with headquarters at Hampton Roads, Virginia. He will assume his new post at the end of the present cruise. indignation aroused. WELLINGTON, August 21. Considerable indignation has been aroused by an attack in a small locai publication on American sailors. It accused them of various sorts of misbehaviour and interfering with women. The City Ceuueil passed a resolution appreciating the conduct of the men. and tbe Journalists' Institute sent, a letter to Admiral County, protesting against tbe article, and e.x| res'ittg regret that the canons of hospitality and good taste should ill this isolated case have been outraged.
