Reduction in military appropriation is countered by increases in other departments and a twenty-five million doll.it public building programme. Mr Cooljclgo favours unstinted appropriation for aviation services in the Army and Navy. He lxdievcs in the development of fhe Air forces. The aviation expenditures which in 1925 were nineteen million dollars, will probably reach twenty-five million dollars in 1920,
