August (h In the Commons, Mr Guinness said the official negotiations regarding the French war debt were begun on 27th .July but the French experts returned to Paris to consult their Government. Mr Guinness presumed the negotiations would he resumed in title ionise. His Majesty’s Government lelt convinced the time had come when this question should be brought to a conclusion.
