The “Observer” publishes views supporting New Zealand's claim for Dominion representation on the International Rugby Board and declares that if the New Zealanders’ appeal for the creation of an Imperial Advisory Board is rebuffed, the question whether New Zealand shall continue to be affiliated with the English Union will arise.
