A Royal Commission enquiring into the Navigation Act has presented its report to the Government. The report states the application of the Act to New Guinea and Papua imposes a disability in the way of increased freights, and tends to retard their progress. A minority report states the application of the Act to the Mandated Territories is more a matter of strategy than money, ft acids: “For grave national reasons, Australia, cannot allow the trade of the Islands to pass into foreign hands.” WATER SI PERK TROUBLE. WANGANUI, July 29. When a call for labour was made this morning to load the liner Ruapehu ill the roadstead, there was no response Irons the watersiders. The matter has been referred to the National Dispute Committee and a settlement is expected to-day. The coastal vessels Breeze and Ivapiti are also affected by the dispute and are idle.
