RUSSIA AND BELGIUM.
LONDON. July 12. A Brussels correspondent says the rumour of an early resumption of Rus-sian-Belgian diplomatic relations are dissipated by ‘ Vaiulevelde (Foreign Minister) who is returning from Paris, where he conversed with Krassin. He stated Krassin early desired a resumption which lie suggested should precede an examination of the present difficulties.
