JAB NAVAL ALLOCATION

A draft of the naval estimates for the coming year shows a total of two hundred and eighty million yen, including seventy two million yen for auxilliary vessels and eight million for warship construction and ten million for new weapons. Compared with the present year's estimates the draft shows a sixty million increase, hut it is liable to drastic cutting at the coming Diet Session. JAP AIRMEN JvILbED. TOKYO, July 10. A Japanese naval plane crashed at Omiint Bay, two airmen being killed. AMERICAN OPINION. (Received this day at 9.0 a.m.) LONDON, July 10. The “Times'"' in a. leader states: “General Xaulin's Moroccan appointment is an indication to the world that the campaign against the Riffs is not a minor Colonial expedition, lint a war on a considerable scale. BROWN HEART IN APPLES. IMPORTANT TEST CASE. (Received this day at 11.26 a.m.) LONDON. July 9. Mr Justice Branson on the King - Bench is taking evidence in an import ant test action, upon which otliei claims will depend, relating to brnwr heart in apples. Bradley and Sons Ltd (Went Garden, are claiming £l3!.': from the Federal Steam Navigation Cov, owners of the Northumberland, owing to the development of brown heart in apples shipped on the Northumberland from Hobart in April, 1921.
The main issue of the case is the plaintiffs’ allegation that the hrmifn heart was due to the had ventilation in the Northumberland hold. The defence is that brown heart was due to inherent delects in the tipples when shipped. The defendants alternatively pleaded that the apples were insufficiently ventilated : also relying on the exceptions set out in the bills of lading relating to the perils of the sea, giving owners immunity from responsibility in the event of reasonable means having been taken to provide against ship’s tlel'ei Is and unscawortliiness.

Lord Leverlitilme left one million sterling, on which estate duty amounts to about three hundred thousand. He left one half of bis fully paid up ordinary shares in Lever Brothers to be divided, twenty per cent for charities connected with commercial travellers, grocers or chemists, twenty per cent, to the directors of Grosvenor House for the purpose of artistic encouragement and the remainder of the half of various trusts for liis son, directors and employees of Lever Bros. Viscount Cecil of Caxton Hall opened (lie first conference of Hie British Commonwealth Longue, formed H> secure equality of men and women of the Hritish Commonwealth. All Dominions are represented. Mrs Corbett Ashby presided. Lord Cecil spoke on the basis of consultation on Imperial policy, with soecial reference to the political power of women citizens. He contended the League of Nations had proved wanting in influence in the Empire. Everyone bad been impressed with the friendliness and smoothness with which arrangements had worked, so far as the British Empire was concerned. The foreign states were justified in regarding the Empire as one whole. Representatives of South Africa, India and New Zealand participated in the morning’s discussion on political equality, which the'Commouer. Miss Wilkinson, introduced. A New Zealander, Miss Kane gave a. somewhat gloomy account of women’s franchise in New Zealand alluding to the apathy of women and also the hick of co-opera-tion.
COMMONWEALTH BORROWING LONDON. July It).
Special inquiries show the Stock Exchange is surprised and disappointed at the Commonwealth’s reported decision to raise a one hundred million dollars loan in New York. Most influential authorities state the London market is distinctly hostile to the Dominions borrowing outside of Britain, which will lie had for prestige of London, as a financial centre and had foi British trade as America is sure to see that trade follows the loan. It is asserted that Britain could well supply all the Dominions needs, provided suitable times were chosen for the issues of loans. The market here was in the first instance unwilling-to accept the accuracy of the New \ nrk reports, hut Mellsnirne confirmation has now been received. The Imperial Treasury has approved of the Commonwealth’s departure from the established practice of borrowing here.

The Chamber unanimously adopted a bill ratifying the Washington eight-hour-day convention hill. It contains a rider that the convention will not be effective until it is ratified by Germany.
BRITISH COAL-MINING CRISIS
CABINET T NTER V KNI NO. LONDON. July 9. The Government has intervened in the mining dispute. Mr W. C. Bridgeman (First Lord of Hie Admiralty) accompanied by the Minister for Labour (Sir Samuel Steol-Maitland) and Secretary of Mines, saw the Control Committee of the Mining Association, who explained to him their wage proposals and present position of negotiations. Mr Bridgeman invited the Miners’ Federation to a similar meeting. Tt is understood Air Cook, the Secretary of the Miners* Federation meets Mr Bridgeman to-morrow.
