He was not inclined to agree wiili Lord Grey's contention that prestige of European civilisation has declined since the war, but such would he the ease if an agreement did not emerge from the German suggestions. The Government had not considered that progress in arbitration principles would bo helped by Britain assuming additional responsibilities in Eastern Europe, beyond those covered by the League Covenant. ' In concluding the debate. Lord Cave said that a pact had not yet been framed, but it would be in the course of negotiation in a tew days.
