PEOPLES PARTY’S MANIFESTO BERLIN, July o.
Tile Berlin correspondent of the “Times” states the “Tngeblatt” claims Allied authority for the statement that after the evacuation of Cologne in the autumn, Coblenz will be the hcadquntters of the British Rhine army, the French continuing at Mainz. Coincident with the announcement by Cabinet of a complete agreement regarding the line to be taken in replying to the French security note, the People’s Party, of which Dr. Strescmann is still leader, issued a manifesto declaring they will only accept the proposed pact provided it does not interfere with the Rapnllo agreement, covering Germany’s relations with Russia, or treaties eonduded with any other power which accords Germany equal rights and reciprocity by means of arbitration treaties. The manifesto also declares that the evacuation of the Ruhr and Cologne must precede Germany’s entry into the League of Nations.
