The Guardian And Evening Star, with which is incorporated the West Coast Times. FRIDAY, JULY 3rd, 1925 THE WATER WATER SUPPLY.

iui-.kk are again qualms or real as to the. adequacy of the water supply for the town. It appears that the line of pipes have been well overhauled, and though there has been some improvement in the How of water, the quantity is not deemed sufficient to moi all requirements, and afford the necessary margin. In the circumstances the controlling body is having the matter further investigated and the upshot will he most probably an examinati; i, of the position by an expert, so as to .support a report for the consideration and guidance of the Borough Council. This is a stop which might have I won undertaken some time ago, hut circiimstainos encouraged other action. Though time has been lost, experience has been gained that the .situation is not going to he remedied as easily a.s was thought at the outset, It appears to he the suiindicoiir.se now to consult engineering advice on the matter, and until that is forthcoming, it is useless for the lay mind to venture any further opinion. Ihe necessity of maintaining an ade-

quate water supply is of paramount importance to the town. The supply has become so much of the life of the place that the water could not he done without now. In any ease, looking to the health and cleanliness of the town, it is the Imuiiden duty of the Borough Council to see that any probable, or even possible defect is made good at once. On that account the ratepayers will welcome a definite report on the. matter, and if any expenditure within reason will secure the supply in a definite volume. no doubt the ratepayers would he prepared to sanction such outlay. The money we believe, could l>e raised oil very reasonable terms, and that being the essential aid required to carry outthe works, the townspeople should not he slow to sanction expenditure which will make for security not only in regard to health and cleanliness, but also for fire prevention purposes. With the pressure available, the water supply is indespensible for fire preven-

tion, and if the supply were on a satisfactory footing and removed from contingent doubts of failure, some of the expensive plant of the Brigade could be dispensed with, and the work of the firemen made less exacting and difficult, For a considerable time now

the water supply lias been a source of anxiety. The responsibility resting on those in authority is not fair, for all have done their best to remedy the position. But something more radical is required, and if upon rejiort that course is necessary, it will he for the ratepayers to readily place the means to do the requisite work within the power of the local body.

Possiiilk timber developments arc likely to take place in the Okarito district which might have a good deal of bearing on the progress of the locality. A\ present enterprise has taken representatives of u large North Island industry into the district with a view to acquiring options over standing white pine hush on occupied lands. The area of suggested operations will extend from Wataroa in the north to Wailm in the South, and Okarito would ho the natural shipping centre, as the product is intended for use in the .North Island dairying industry. A tramway would require to radiate from tho port to tin’ different localities where limber was to lie milled. The project is a considerable one, hut there is a largo extent of timber-bearing country involved. The clearing of Lho timber by the means proposed would he of economic advantage all round. In the ordinary course the timber would he felled and burned to clear the land for pastoral pur]loses. In that way there would he a huge waste of good material. By milling the timber as propose! i. not only would the land he cleared for grazing pursuits, hut the crop of tind'cr would he converted into money and use for practical purpose. White pine ground is fairly arable, and pastures would replace tile hush. Seeing that South Westland is so essentially a pastoral territory. the

change would lie all lor tin- permanent liemdit oi the district. in thus opening tip a milling trade for timber which wotihl he lost otherwise tor geticritl |>ro!it, attention will re(|iiire lo he paid to the httrhor. which stands in need ol improvement, l'rohnhly for tlie class of vessel which could ltest serve, a timher export trade, a large outlav net'll not lit' nect'ssary, tor the shipping; to a considerable octree could he adapted to the port. Hut the essential matter is that a shipping trade would he established, and that surely would he of groat value to the locality

witlt in reasonable radius of the shippine centre. It follows that with the exhaustion of the timber on the privatelv owned land-, that on Crown lands will he rmisidcrnil. and ways and means will of necessity he tumid foi extending the milline industry over that scope of country also. What private enterprise promises to do. is to -how the way apparently. Ibis is the usual way for the soundest, development of industry, and the enterprise which i- in hand deserves to succeed. .•-11111111 Westland has great latent pessjhili I ies. and the opening lip of it?

limber i r;u!(' is one til tin' most linptirt:itll. fur it menus tin- U'st economic use of the timber hoToro the land i converted, ns it must lie ultimately, into permanent settlement connected with pastoral pursuits afiertinp; dairy j lie ami ttrazine. 1 lie elearinji of tlie timlier lauds will lie a ureal aid to inereasinp; tlie lloelis and herds of South Westland. The movement certainly deserves to succeed.
